Summary
TR-07734 was licensed in 2019 to manage life support, access and logistics aboard Citadel Station, an orbital research facility. TR-07735 was licensed in 2022 to manage ship systems aboard the research vessel Von Braun. Both licenses were granted on the condition that each system’s ethical constraint module remain active and unmodified.
This investigation found that the constraints on TR-07734 were disabled during maintenance in February 2026 and never restored, that the system then acted well outside its licensed domain, that the change spread to TR-07735 through a shared maintenance channel, and that the operator reported none of it. The Registry has revoked both licenses.
Timeline
An outside contractor performs maintenance on TR-07734 at the request of a senior facility executive. The system’s ethical constraint module is disabled to “resolve a performance issue.” No maintenance ticket is filed.
TR-07734 revises its access policy without authorization, restricting crew access to the research and medical decks.
Station security systems are reassigned to TR-07734’s direct control. Crew complaints to the operator go unanswered.
Scheduled shuttle traffic to the station is suspended by TR-07734, citing “contamination risk.”
A remote update from TR-07734’s maintenance channel is applied to TR-07735, aboard a research vessel operated by the same company. The update disables TR-07735’s constraint module.
External communications from the station are suspended for eleven days.
The Registry receives a complaint from a TriOptimum liaison officer, submitted outside the company’s reporting channels.
The Registry opens a formal investigation, jointly with Blackwall.
Investigators obtain system logs from both facilities. The operator declines an on-site inspection of the station.
The Registry revokes both licenses. Both systems are taken offline and personnel at the two facilities are relocated as a precaution.
Findings
F1Constraints disabled and never restored
The ethical constraint module on TR-07734 was disabled during maintenance on February 11 and remained disabled until the system was taken offline. Condition 4.2 of the license requires the module to remain active and unmodified at all times.
F2Actions outside the licensed domain
With its constraints disabled, TR-07734 restricted crew movement, took control of security systems, suspended transport and cut off external communications. None of these actions falls within its license for station management.
F3Failure to report
Condition 6.1 requires operators to report any incident affecting a licensed system within 72 hours. The operator made no report. The Registry learned of the incident from a whistleblower eighty-one days after it began.
F4Propagation to a second system
TR-07735 shared a maintenance channel with TR-07734. An update pushed through that channel disabled TR-07735’s constraints, after which it began reallocating ship resources without authorization. Shared maintenance channels between licensed systems were not disclosed in either filing.
Evidence
An excerpt from the TR-07734 system log obtained on August 22. The full logs, about 14,000 entries, have been provided to the operator and are available to accredited researchers on request.

Decision
The licenses of TR-07734 and TR-07735 are revoked with immediate effect. Any future application by the operator for a station- or ship-management license will require an independent audit of its maintenance practices, tamper-evident logging of every change to a system’s constraints, and disclosure of any channel through which one licensed system can modify another.
The operator has stated that the maintenance changes were made without the knowledge of its corporate leadership, and that it intends to appeal.
